Mandatory Training Course (2nd Batch) for the Officers of the Provincial Assembly of Khyber Pakhtunkhwa Secretariat

The Pakistan Institute for Parliamentary Services (PIPS), successfully commenced a Mandatory Training Course (2nd Batch) for the Officers/officials of the Provincial Assembly of Khyber Pakhtunkhwa Secretariat on Monday, August 24th, 2026. The training will be attended by 29 officers of the provincial assembly. The training commenced with the Recitation of the Holy Quran. The inaugural session was moderated by Mr. Taj Muhammad, Director (PDP). He shared that PIPS has been conducting Senate and National Assembly’s pre promotional training for the past 10-12 years and the provincial assembly of Khyber Pakhtunkhwa  is taking the lead in conducting the second Mandatory Training for its officers through PIPS. Syed Wiqar Shah, Secretary Provincial Assembly of Khyber Pakhtunkhwa delivered opening remarks. He thanked PIPS team and the training participants. He shared his experience of working with PIPS and also reiterated the importance of mandatory training. He reflected upon the Provincial Assembly Secretariat Employees Act and shared that this will help bring transparency in service structure, upgradation and promotion.

Day 1 – Monday, August 24, 2026

The training programme commenced with the recitation of the Holy Quran, followed by the introduction of participants and an overview of the programme by the Director, PDP.
Dr. Amir Ullah Khan, Head of the Department of Political Science, Islamia College University Peshawar, delivered an in-depth session on the Overview of the Constitution of the Islamic Republic of Pakistan, highlighting constitutional principles, separation of powers, fundamental rights, and the role of provincial assemblies.

In the afternoon, Mr. Taj Muhammad, Director PDP, PIPS, lead an interactive session on The Art of Effective Leadership and Personal Grooming, focusing on leadership qualities, professional conduct, communication skills, personal presentation, and the confidence and discipline required for effective performance in senior Secretariat positions.

Day 2 – Tuesday, 25th August, 2026

The day will begin with an in-depth session on the Rules of Procedure and Conduct of Business 2025 (Khyber Pakhtunkhwa Assembly) conducted by Mian Sareer Principle Secretary to Speaker, Provincial Assembly of Khyber Pakhtunkhwa focusing on legislative business, questions, motions, committee proceedings, and the roles and responsibilities of officers in supporting Assembly proceedings. The session will strengthen participants’ procedural understanding and their capacity to provide effective institutional support to the legislature.

In the afternoon, Mr. Ibrahim Khan, Deputy Secretary, Khyber Pakhtunkhwa Assembly, will conduct a session on the Service Rules of the Provincial Assembly of Khyber Pakhtunkhwa, covering appointments, promotions, disciplinary procedures, service conditions, and related administrative matters to promote procedural compliance and informed career management.

Day 3 – Thursday, 27th August, 2026

The first session will provide participants with an overview of the Rules of Business of the Government of Khyber Pakhtunkhwa 1985, focusing on administrative decision-making, file movement, inter-departmental coordination, distribution of business, and procedural compliance. The session will enable officers to understand and effectively manage administrative processes within the provincial government framework.

In the afternoon, Dr. Muhammad Umer, Associate Professor, Islamia College University Peshawar, will conduct a session on Essential Reading Skills, focusing on comprehension, interpretation, and critical analysis of official documents, legislation, reports, and other parliamentary and administrative texts.

Day 4 – Friday, 28th August, 2026

Dr. Muhammad Umer, Associate Professor, Islamia College University Peshawar, will conduct a session on Essential Writing Skills, focusing on clarity, structure, precision, tone, and effective expression in official correspondence, notes, reports, and other forms of Secretariat writing.

Day 5 – Monday, 31st August, 2026

Mr. Anjum N. Qureshi, Trainer, will conduct a session on Working in Teams, focusing on effective communication, coordination, delegation, motivation, and accountability. The session will equip participants with practical approaches to building collaborative teams and improving organizational performance within the Secretariat environment.

In the afternoon, Mr. Anjum N. Qureshi will continue with a session on Conflict Management Skills, providing participants with practical tools to identify, manage, and resolve workplace conflicts constructively. The session will emphasize emotional intelligence, negotiation, communication, and professional conduct in managing organizational disagreements.

Day 6 – Tuesday, 1st September, 2026

Mr. Muhammad Rashid Mafzool Zaka, Director General Research, PIPS, will deliver a session on Professional Research Support for the Parliamentarians, introducing participants to parliamentary research, research products, information retrieval, and effective use of search engines and other research resources. The session will strengthen participants’ ability to retrieve, assess, and utilize reliable information in support of parliamentary and administrative functions.

In the afternoon, a session on Secretariat Instructions/Office Management will familiarize participants with key Secretariat instructions and principles of office management, including official procedures, file handling, correspondence, record management, communication, coordination, and efficient management of routine administrative work.

Day 7 – Wednesday, 2nd September, 2026

Mr. Shahbaz Khan, Deputy Director IT, Khyber Pakhtunkhwa Assembly, will conduct a session on the E-File Management System in Provincial Assembly of Khyber Pakhtunkhwa, providing an overview of digital file processing, workflow, record management, and the key features of the system. The session will enable participants to understand and effectively use digital tools for official correspondence and file management.

Mr. Abdul Nabi Solangi, Deputy Director Legislation, PIPS, will then conduct a session on Legislative Business – From Bill to an Act, explaining the major stages of the legislative process, including introduction of a Bill, scrutiny, consideration, debate, voting, approval, and assent.

In the afternoon, Mr. Abdul Nabi Solangi will conduct a session on Non-Legislative Business, covering questions, motions, resolutions, adjournment motions, calling-attention notices, discussions, and other parliamentary tools that facilitate legislative oversight and accountability.

Day 8 – Thursday, 3rd September, 2026

Qazi Shams ud Din, Chief Internal Auditor, PIPS, will conduct a session on Writing Minutes of the Meeting, focusing on the structure, format, accuracy, and clarity required for recording proceedings, decisions, and action points of official meetings in accordance with institutional standards.

In the afternoon, Qazi Shams ud Din will conduct a session on Noting and Drafting, focusing on the principles and practices of official noting and drafting, including preparation of clear, concise, accurate, and well-structured notes, correspondence, summaries, and official communications in accordance with prescribed procedures.

Day 9 – Friday, 4th September, 2026

In the morning, Mr. Muhammad Nazir Khan, Director General IT, PIPS, will conduct a session on Emerging Trends in Office Work: Use of AI Tools at Workplace, introducing participants to the responsible and effective use of Artificial Intelligence tools for enhancing productivity, streamlining workflows, supporting decision-making, and addressing emerging technological requirements in public sector offices.

In the afternoon, a session on Parliamentary Committees – Composition and Function will provide an overview of the composition, formation, functions, powers, and responsibilities of parliamentary committees. The session will also highlight the role of committees in legislative scrutiny, parliamentary oversight, accountability, and effective conduct of parliamentary business.

Day 10 – Monday, 7th September, 2026

The entire day will be dedicated to Presentation Skills, facilitated by the PDP Wing. Participants will be trained in designing, organizing, and delivering effective presentations, with emphasis on verbal and non-verbal communication, confidence-building, clarity of expression, audience engagement, and professional presentation techniques relevant to parliamentary and administrative settings. The afternoon session will continue with practical exercises and presentations to reinforce the skills acquired during the training.

Day 11 – Tuesday, 8th September, 2026

The programme will begin with an examination to assess participants’ understanding of the training content and evaluate their readiness to assume higher responsibilities through demonstrated knowledge and applied learning.

This will be followed by Individual Presentations, during which participants will demonstrate the practical application of the knowledge, analytical skills, communication competencies, and professional capabilities developed throughout the training programme.

The programme will formally conclude with the closing session, marking the completion of the mandatory training programme. Results and certificates will be dispatched after the completion of the training.

The training will aim to enhance participants’ understanding of constitutional provisions, legislative procedures, rules of business, and administrative frameworks, while also improving their communication, presentation, and leadership skills. It will combine theoretical sessions with practical exercises to promote innovation, teamwork, discipline and adaptability to digital transformation, including the use of Artificial Intelligence tools.
